SARI (Part M IV) Implementation Visit in Pakistan

A 5-day on-site activity took place between the 19th and 23rd of June 2023 at Pakistan CAA (PCAA) premises. The main objective was to evaluate the compliance of PCAA regulations with SARI Part M regulations (Continuing Airworthiness Management), and the assessment of their implementation in the field, taking two examples of operators in the industry, AirBlue and Air SIAL.

The Implementation Visit aimed to achieve the following:

To review the status of implementation of PCAA Part M on the Management of Continuing Airworthiness, through questions, interviews, and review of Part M Section B checklist.

To identify the main issues faced by PCAA concerning implementing SARI Part-M.

To assess the competence of PCAA inspectors when conducting audits of the air operators (AirBlue and Air SIAL) and Continuing Airworthiness Management Organisations (CAMOs).

To review PCAA SARI Part-M Section B Compliance checklists and discuss any issues regarding the interpretation of PCAA and understanding of SARI requirements.
The activity started with raising PCAA subjects and issues related to SARI Part M. The SARI team reviewed the PCAA files of the organisations to be audited by PCAA and reviewed the Section B compliance checklist completed by PCAA. This was followed by visits to AirBlue to evaluate the CAMO facilities and a visit to Air SIAL to assess the compliance status with Part M regulations. The activity concluded with a debriefing on the outcomes of the visit and the most important areas requiring improvements were discussed in detail. The activity and the discussions held between SARI experts and the PCAA team were pertinent as they enabled the PCAA to identify the fields for improvement in their organizational structure by improving the quality system procedures.

The activity hosted 10 participants of which 8 were PCAA representatives, 1 was a representative from CAA Nepal (SARI SQE), and 1 representative was from CAA Sri Lanka (SARI Observer) including 3 SARI team representatives: SARI Director, Mahmood Razee, SARI Coordinator, Mr. Muhammad Zahid Bhatti and SARI Airworthiness expert, Ms. Nadia Konzali.
