OPS (SPA) in Maldives 

Following the publication of the Ops regulations, CAA Maldives (CAAM) initiated the implementation process and sought support from SARI, specifically regarding the implementation of Part SPA (Operations Requiring Special Approvals) and the development of Guidance Material (GM) and Acceptable Means of Compliance (AMC) related to Part SPA. The activity took place from 21 to 25 April 2024, in Male, Maldives.

 

The main objective was to assess the progress made by CAAM so far, discuss challenges encountered during the rule development process, and address their subsequent implementation. SARI experts educated CAAM officials also on matters related to ETOPS.

During this activity, CAAM outlined their forthcoming development plans to the experts, which covered implementing AMC & GM and updating existing Ops regulations. The experts conducted briefings for CAAM officials and industry participants on various aspects, including the EU Aviation Rule Structure, distinguishing between hard laws and soft laws, principles, and amendments related to Implementing Standards. He explained how Regulations, Implementing Rules, AMCs, and GMs interrelate. Furthermore, the experts provided comprehensive education to participants on Ops requirements, focusing specifically on Part SPA and ETOPS approvals. He also discussed specific topics as requested by CAAM, offering guidance and facilitating detailed discussions.

Additionally, throughout this activity, the experts provided detailed briefings to CAAM on Authority Management System, Safety Oversight, Certification, and Enforcement actions. A significant portion of the event centered on a thorough review of Regulation drafting principles (AM and GM) and their subsequent implementation. The experts also explained the underlying philosophy behind Exemptions and Alternative Means of Compliance.

This event held considerable importance for both CAAM officials and the industry, offering a valuable opportunity to seek expert guidance and gain a deeper understanding of the subject matter.
